Young's Literal Translation (YLT)
16 for where a covenant `is', the death of the covenant-victim to come in is necessary,

18 Ref whence not even the first apart from blood hath been initiated,
19 Ref for every command having been spoken, according to law, by Moses, to all the people, having taken the blood of the calves and goats, with water, and scarlet wool, and hyssop, he both the book itself and all the people did sprinkle,
20 Ref saying, `This `is' the blood of the covenant that God enjoined unto you,'
21 Ref and both the tabernacle and all the vessels of the service with blood in like manner he did sprinkle,
King James Version (KJV)
16 For where a testament is, there must also of necessity be the death of the testator.
17 Ref For a testament is of force after men are dead: otherwise it is of no strength at all while the testator liveth.
18 Ref Whereupon neither the first testament was dedicated without blood.
19 Ref For when Moses had spoken every precept to all the people according to the law, he took the blood of calves and of goats, with water, and scarlet wool, and hyssop, and sprinkled both the book, and all the people,
20 Ref Saying, This is the blood of the testament which God hath enjoined unto you.
21 Ref Moreover he sprinkled with blood both the tabernacle, and all the vessels of the ministry.
